Membership plugin/website and more (wordpress)

I need someone who can provide quality, dedication and creativity. I need great quality website/software - ideal would be wordpress plugin(s) which I could then implement with any theme I choose - but other quality/working solutions are viable also. Not going to mention any features, I will describe what will the website be about so you get better idea what is needed. If you want the job, I want you to fully understand what I want - so you can use your own experience and creativity to provide awesome plugin/website. Website will be site where users can register, browse list of offers, find different offers they can complete (for example order some products and leave review or register to online game site, make a deposit and leave review), sign up for the offers, complete these offers and get paid. These offers are not mine, these are from different affiliate networks. Idea is that registered users in my website will complete these affiliate network offers for me and after completion they get paid (by me) - they don't need to know anything about any affiliate networks, they are just doing product review. Then I need to be able to track which member have completed what offers and increase balance accordingly. I have no idea how this is done? Users will then see how much money they have collected in their account and make withdrawal if account balance is over x amount. They should also be able to follow the process of their offer(s). Just for example, signed up for offer, tracked - waiting for review, completed (waiting for payment), completed (payment done). Some other things to mention: I should be able send emails to members about new offers or other notifications. (this can probably be done with existing wordpress plugins?) Users need to accept terms and conditions before they see any offers. Site needs to be secure. Translating plugin/site needs to be moderately simple. (no plugins, I will do this manually) That is a rough description what needs to be done. I probably don't have enough expertise to give you a list of every feature needed. That is why I need YOUR full involvement, you will be responsible to make it fully working and while providing great user experience. In your offer/response please describe your experience, how you would implement all this and any other things you want to mention. I'm really flexible with features/ways to implement everything, flexible with time and somewhat flexible with money also. Like I mentioned, I just want your involvement. You need to WANT to make a great plugin/website - not just me.
