Cost Per Click Wholesale DVD Directory

I am looking for someone to put together a Cost Per Click Wholesale DVD Directory. This directory will be a place where DVD wholesalers will put a banner along with a small paragraph about their company in order to promote their website to others who are looking for suppliers to buy DVDs from at wholesale prices. This website will bill advertisers for each time a customer clicks on their link to their website. All advertisers should be able to easily add thier link to the directory just by filling out a simple form and adding their credit card billing information. Advertisers should start with $10 in free advertising credit. I should be able to adjust this if I wish. I should be able to easily apply credits to individual advertisers as needed. Advertisers links will automatically adjust from the top to the bottom of the directory based on the amount of money they are willing to pay per visitor. For example if a an advertiser is only willing to pay $.15 per click they will be ranked below someone who is willing to pay $.18 per click. Website will automatically increase the advertisers position based on their bid amount by 1/2 cent up to their top bid amount in order to keep the best placement possible. The advertiser link will only show a headline used to promote interest. The link should not allow any email addresses or phone #, nor any other information that might allow potential customers to avoid clicking on the advertisers link. When a potential customer clicks on the link the link to the advertisers website must open up in a new smaller window. This way everyone will stay on the website and view other listings. No information from the website should be able to be copied in any way. We do not want people copying content, and we want them coming back often Website must have an email list for people to sign up to be notified when new advertisers come on board. Website must be fully optimized. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform ???
