Creating Twitch Implementation on vBulletin

Advised: Heavy experience in vBulletin.

I run a forum of vBulletin and I wish to have Twitch stream implementation. This is how I want it to be done:

First it'll have a separate php page that includes all the added Twitch streamers that gets updated live. The list of the streamers here are added by admin control panel, and will have a display order as well as checkbox that asks if it should go to the sidebar (which I'll talk about in next paragraph). There will be two sections that divide, the live streamers on top, and the offline streamers on bottom. If you click on one you'll see a Twitch embedded video with chat on the side. Additionally, on the vBulletin sidebar I also want to add "Sponsor Live Streamer" where it'll show online. It should only show the lowest display number stream that has the Sidebar checkbox checked that is online. So if there's stream display order 1,2,3,4,5, with stream 1 offline and no sidebar checkbox checked, stream 2 online and no sidebar checkbox checked, stream 3 offline and sidebar checkbox checked, and stream 4 online and sidebar checkbox checked, stream 4 should be on that sidebar, and only stream 4.

Edit: Even if stream 5 were to be online and sidebar checkbox checked, it should still only show stream 4.
