Im running a free classified website built on php and mysql. The URL of website and details of project are in attached pdf file.
Basically, I need following three alterations.

The web site has its own admin control panel to configure website features along with Meta Tags & Title of website in Header, therefore currently the title of each page is same.
I want that each page of my website generate Page title tag automatically same as item title.
In addition to above please also suggest and perform additional Search Engine Optimization techniques on website

Each listing page of my site has feature which allow registered users to post Comments and Replies on listings.
After posting the comment, when the page is refreshed the comment is re-posted (may be because string is passed in URL) . Rectify this problem.
An email is sent to seller, when a comment is posted on his listing. but there is some error in this feature it only send email notification of Replies but not Comments therefore it should be solved.
Moreover there should be option for members in user control panel to turn ON/Off this email notification feature.

Insert watermark on each image uploaded during listing.

I need some one who clearly understand my requirement and knows how to do it.
All changes should be implemented seamlessly without interruption in normal day usage of website. You may test your work in separate files before inserting it in original website.
