Reporting feature for Star Rating system

We require a simple database driven reporting module using php and mysql that will work in with the Star Rating system we are currently having built - see [url removed, login to view]
The function of the reporting module will be to maintain a record of all votes entered via the star rating system over its lifetime, however it will provide the ability to call and generate a report of total votes during a specified period of time (eg. 1st Jan 2013 to the 28th of Feb 2013) so that my client can determine which of the photos are the most popular during a specific time frame. The report should collate the records based on number of votes and rating so that the photo with the highest rating & the highest number of votes is
The client needs to ascertain this so they can award a prize to the person who has the most "voted for" photo during a specified time frame.
For auditing reasons, at any time the reporting should be able to generate a report for any period entered whether it is the current period or in the past.
Being able to export the report as a CSV (minimum) and/or a PDF file would be advantageous.
