Magento CE 1.5 Simple Custom Theme

We want to implement a simple theme in Magento CE 1.5. There are 3 main pages with custom content constisting of custom templates and CSS/HTML (Home, Categories and Product). The rest (Checkout, Cart, Dashboard, etc) is just magento with CSS (and our header, footer) to match our design.
## Deliverables
**Home Page ([url removed, login to view])**
> you can see a header (1) with a link to Magento's "My Dashboard",
> then the shopping cart resume (2) (if a user is logged in) and a Menu with
> drop-down lists and two boxes for inserting login username / password or, if
> the user is logged in, his name (3)

**Categories ([url removed, login to view])**

**Details**
1. Must work on Magento Community Edition 1.5.
2. If there is functionality omitted in the design but its present in magento (for example, zoomed images in product photo, add to wish list, etc) do not remove them in the final design; just include them in the design.
3. We dont want flash, everything (menu, scroll images) must be made with javascript in a cross-browser fashion.
4. Of course, we accept opensource libraries for that tasks.
5. Must be easy to edit, add or modify scrolling images or menu items.
6. The design should be "sliced" in plain html/css, including borders and background colors. You can use dummy images wherever nessesary (logo, scroll images, etc).
7. All must be viewed correctly in several browsers (IE7, Firefox, Opera, Safari, etc)
8. The rest of magento pages (Checkout, Dashboard) must follow this theme (including or header, footer). We dont need something fancy here or a change in design, form placement, etc, but we do require that in all of the user UI there should be no remnants of the default magento theme colors and backgrounds.
9. This is a frontend theme only, we dont need to customize the admin panel.
10. The header and footer are the same in all pages, they should be included from the required pages instead of being reimplemented on each.
11. This theme should "inherit" from the base theme functionality and should not contain duplicated content from the base theme that is not necessary to override.
12. We need a way to let the order be placed, among other payment methods, with no payment; just an order to be paid later, perhaps in front of the door when shipping arrives. You must be able to explain us how to do it or implement a simple module with this functionality.
