PSD to HTML5 & Wordpress

We are looking for a company with proven experience in HTML5, CSS3 and Wordpress Theme Development from scratch, it doesn't mean experience using themes from marketplaces else develop their own Wordpress Themes. The work will be divided in two phases; 1 HTML Conversion and 2 Wordpress Project. We have converted HTML about 40% but we need that our new provider finish it properly. For the first phase our requirements are the following: REQUIREMENTS 1. Optimized for SEO & Load Speed with latest browser versions compatibility including IE9+, Firefox, Opera, Google Chrome and Safari (windows). 2. PSD to HTML5 including responsive versions that must be working properly changing window dimensions. 3. W3C Valid HTML5 Code will be validated with W3C validation service. Browser prefixes and any other cutting edge code will be exempt. The relevant semantic structural elements need to be present and used appropriately 4. Optimized for Load Speed (CSS Sprite) and Page Speed Optimization (90+ Score Guaranteed) 5. No hardcoded inline styles are allowed anywhere. Dynamic inline styles are permitted where necessary. 6. IDs and classes need to be appropriately named and follow a naming convention. 7. Use human readable selectors that describe what element(s) they style. Refrain from using over-qualified selectors, [login to view URL] can simply be stated as .container. 8. JavaScript code should be placed in external files whenever possible. 9. JavaScript files need to be placed in the footer where possible, barring notable exceptions, for example: Modernizr, jQuery UI, etc. 10. The code shouldn't raise any errors or notices. 11.
