Need some PHP coded into my Minecraft website template

So I have all the HTML, CSS and images made up for a minecraft template. I would like to hire someone to create an admin panel to go along with plus finish a few features on the site.
In the admin panel I would;
Ability to post news articles that will show on the site
Select login details from a .php file
Ability to change what pictures are displayed on a page known as best in game images,
Ability to edit what competitions are running on the competition page on the site
For the site,
I want it coded so the last 4 news articles show on the main page
I need the news pages coded so it shows your article in the center and then on the left it shows a menu of other news items
Competition page coded to it displays what competitions are running (similiar to the news)
