Joomla/Jomsocial Custom Module Component-Video Challenge Feature

I need a custom code component for joomla/jomsocial. The feature functionality consists of youtube url video upload which are voted on and limited to first 100-500 votes to determine video challenge winner. Video's will be linked via youtube, vimeo, etc. Please see attachments for full functional explanation.
