Simple Windows Desktop Application Needed

I need a desktop (Windows) application similar to the one that can be downloaded from <[login to view URL]>. This software is a little complicated to use and the goal is to create a simpler version of it. We don't want to exactly duplicate the software but come up with a better application by making few changes. We will discuss more about exactly how we will improve it after bid is accepted.
No preference on what programming language you use. C#, Visual C++, VB, Java, .NET. you name it. All I care about is that the application should be practical, fast, reliable, user-friendly, professionally desgined, and bug-free.
Here are what I will expect as a final project.
1) The software and its source code (compatible with all Windows OS)
2) Free-trial "limited" version that requires a product key.
3) User guide
4) The coder's availability for maintenance and support (in case of a bug)
5) The coder's availabllity for possible upgrade for additional incentive
This project should be straight forward for an experienced programmer.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
