Mobile Browse History

I need a dedicated and professional application developer for the following project. Details will evolve-but here are the basics. I realize that until the details are firmly established, a realistic bid cannot be granted. Combining both mobile text messaging and desktop web browsing. I need to create an application that allows an individual to use their mobile phone to check the web history (web sites looked at) of a home computer. Example, Joe is traveling and is away from home. Joe would like to use his mobile phone or smart phone to check the internet browsing history of his home computer. Sally has been using Joe's computer. Joe wants to be able to access the website browsing history of Sally using his mobile phone/smart phone. This can be accomplished by a text message automatically sent to Jow's phone indicating the web sites that have been viewed. Also would like to know the minute totals (time viewed and time of day) each site is viewed. It does not have to be text message communication. I realize text message communication is limited
