Synchronize SQL Server Express (On-Premise) to two different Azure SQL instances

a+ I really think there is nothing you can do. You might need to recreate the sync group and add the new instance as a member when you create it. Since you are using express version, no replication available to you. The other option would be create your own C# synch which defeats the purpose of a quick solution.
