Implement custom style into OSM tile server

We have a regular PostgreSQL [with a small state pbf loaded into it] install with apache running and mod tile installed. LeafletJS is also ''installed''. We want someone to implement a style similar to maps.wikimedia.org. Colors really don't matter. You need to get the tile server to only show the same level of information as maps.wikimedia.org. Without POIs like building names or similar. Please start your bid saying what OSM means. Otherwise you will get rejected.
