Urgently needed Joomla Expert

I have a website [login to view URL] which need to add following functions.

1) A Blogger function for creating articles in the frontend.

2) A phpBB3 forum integrated with JFusion already which need to be customized.

Most of the function like what you see in [login to view URL]

Maximum I could pay for is US$250.

Added tasks:
1) Need to fix the slideshow position
2) Need to change the template boxes from fixed to dynamic size.
3) Add new template background
