CMS website needed

We require an article based websites similar to websites such as eHow and HowStuffWorks It is not an exact copy, however it will be the same concept, however the implementation can be different. Bidder must be able to use an opensource CMS for this project including but not limited to: Joomla, Drupal, Wordpress 2.9, etc All bidders must provide a sample design. Please do not bid if you are not willing to work within the budget we posted. Time to completion should not be more than one month. Bidder should have dedicated resources for this project including professional designers and coders. And they should be able to generate daily reports to show progress. This is the first of 8 major websites that we will be launching soon and the successful bidder will be chosen for the remaining projects IF they can do this successfuly within the allocated budget and time.
