Link-Building for 2 Websites

I need to build backlinks to 2 newly-launched websites that deal with Automated Multi-site Video Submitter (10 backlinks per site - 20 in total).

Information and requirements:

- Linking sites need to be quality sites (PR3+) and contain relevant information.

- Static links only, no scripted or dynamic links.

- No links on forums posts, blog posts, or by using any spam-related linking method.

- Links need to point to the site's homepage.

- Links need to be approved by me prior to linking to site.

- Up to 10 outbound links on linking page.

- Anchor texts can be provided.

- Proven results and experience will be given priority - please include examples.
