Map outline shore line,streets and roads

We want to create a map from existing files and want to create a new map .
We have a series of tiff files a for map covering 2 towns and the surrounding areas.
Using Illustrator ,copy the outlines of streets and roads on to one layer.
We need a second layer of the road and street names using Aerial font, live (not embedded ) on the seperate layer.
The third layer will be the outline of the district including rivers and a lake shoreline.
