Free sample collection - Limit purchase qty in the collection page and cart

We need to update our current free sample (freebie) page httsp://[login to view URL]
Our goal is to limit the qty for purchase to X (where X is an admin set value, e.g. 1 or 2). Instead of "Add to Cart", we will replace it with checkbox, where click on it will add the free sample to cart. In addition, it will limit number of free sample to 1 (or 2, 3). User can uncheck a smaple (which will remove it from cart as well) in order to select different sample. In Cart, we should not let user change qty of free sample (it should fixed to 1). UI of freebie page is attached. We need to finish this project by monday next week (Nov 12).
