design changes to wordpress site, divi theme

I use the wordpress Divi theme, Everything needs to be responsive. All changes should appear on my startpage but I have to be able to replicate them to other pages.
You can see the changes below.
Changes
1)
- add an image with headline inside in it to my pages and blog posts.
- when you have the mouseover image it will appear an hover effect
- The image should be able to link to other page.
- Please see picture 1 for exact reference
2) I want 4 columns with icon and texts exactly like enclosed picture named (2)
