Build a Website - Bitcoin exchange

I want someone to built me a bitcoin exchange. Where user can go and buy and sell bitcoin, and trade bitcoin.

well when ever the user buy or sell bitcoin. .01% will be charged

on the admin page, the admin should have the power to lower or higher this rate

I want the website as secure as you can make it.

For example if the user buys 1 bitcoin which is worth 240 so the fees are going to be $2.4; SO the user will receive 237.6
