Facilities Security system design/build consultation

Please respond only after reading in entirety & understanding the needs. We are responding to a request for a facilities integrated security system & looking for a evangelist technical expert/consultant(s) for help. Need is to help identify the HW, possible software to accomplish this task. The HW should be openly available (PLC use for I/O digital, analog & use of embedded, mobile computers for video/audio & human interface is encouraged) & SW should be running on MS Windows & be preferably a mobile friendly MVC web application, with full source code accessible to us. The DB should be MS SQL Server preferably. We have several SW pieces done already, but a lot needs to be done. Phase 1 will be the HW evaluation & identification. The full spec will be provided to short listed candidates & a resubmission of proposal will be exercised, if desired by you. The main items are Central access control, vehicle entry, personnel entry & egress, intercom, intrusion detection, video analytics/assessment, paging etc.. There will be no internet access use for paging system. Use Central server with redundancy & cyber security support for anything that uses VPN or internet. The system should meet typical standards of US applications for high tech industrial & enterprise use for multi facilities that are scattered over a large geographical area. The use case is for an oil & gas sector where fire & gases hazards may also be present. Intent is to develop a central integrated system with a single point of data & a single point of data entry.
