Hi , your task looks like a simple , i think i can done it . I'm able to simulate work of the "strobe" system with LTspice and(or) Proteus software . IGBT is not applicable for a low power/voltage systems. You may also provide timing diagrams for the existing signals, like (built-in) strobe and to show desired chart of that "strobe" you need. Typically i use Diptrace , Altium Designer software but may to use another one.

Hello, we can implement the the switch for your led at rate and frequency as you want, but we ask what the output signal of camera. We see IGBT is overkilling of your circuit.
