Bluetooth low energy beacon scanner (.NET Windows Form App with C# )

I want a .NET Windows Form App with C# that works as a background scanner of Bluetooth beacons (C# with .NET not .NET Core) in any format but I only want the MAC address and signal strength.
The main functionality:
1) Check if the app is license (for development just call a function which returns true or false randomly I'll add the logic later)
2) If license, minimized to tray, call a REST API to get a list of MAC addresses for the license, store them in an array in memory, otherwise open a winform to get license in a textbox then call the REST API for the license
3) Start scanning the MAC addresses in the background and when find one, look for it in the array and if its there update last time detected in the array
4) Solid green or red icon when the app is minimized in the tray that identifies whether its working and licensed or not
5) 2 menu items in the tray area for the app: a) live scan which print the detected MACs b) real-time value of the array
