Simple looping motion to vector graphics

I have a layered vector illustration - a car against a skyline - I need looped motion added to the graphic to make it look like the car is travelling.
Similar to the attached sample.... I would like the skyline background to be moving on loop, with the car stationery in the centre of the composition, and wheels to turning.
Need the file output to a GIF. Layered Illustrator graphic file will be supplied.
