Convert my native APP to Progressive Web App

We are a Temp Agency which utilises our own applications to manage our customers and workers.
We wish to convert our native android app (currently live) to PWA. Our current android app is built using symfony, and interfaces through API with our central database. This database is also used by our java web application.
Our web application is used by our administrators, who create customers, workers and jobs and then issue them out to our workers. Theses workers use our native apps to accept jobs, log their hours of work and to communicate with the administrators through push notifications.
We find the gate keeping of Apple and Google Play impedes us and we want to break free, and have one interface rather than managing iOS and Android, to also manage costs associated with development.
We wish to work with experienced developers who have done this before with relatively complex apps.
