Convert 2 Website Design Templates To HTML/CSS

We are looking to engage with a front-end web developer to convert complete website design files (PDF, Photoshop, Fireworks or Illustrator) to a full set of HTML5/CSS3 responsive website templates.
There will be 2 templates required:
- Home Page
- Service Page
We will provide the design for the webpage templates, and are happy for you to use your own judgement for the tablet and mobile layouts. Suggest a fluid layout down to tablet and stackable elements for mobile. We expect the resultant website template to conform to the following criteria:
• Well structured semantic HTML5 that is optimised towards onsite search engine performance. Structured data should be used where appropriate ([url removed, login to view]).
• Built around a grid layout, so we can easily add/edit elements when building other pages based on this layout.
• Modular CSS that allows for style re-use across different templates (layout styles and content styles separated). Happy for you to use a framework such as bootstrap, foundation or pure. Use of SASS, LESS or Stylus would be preferred.
• Use of JavaScript where necessary (jQuery preferred).
• Website templates should be compatible with IE8 upwards.
• Easily extendable code that we can build on in the future.
We would expect any interested parties to show examples of work done previously that conforms to the above criteria as well as work under NDA.
