Build an interactive website

We want to build an interactive website and mobile app (for Android and iOS) for a user community, but we are not building a social network here! Users (service provider) should be able to post certain information and others (consumers) should be able search specific posting based on certain criteria. Then the Service provider and the consumer should be able to interact with each other and transact. Below are the requirements. Functional requirements for the website: 1. User authentication, verification (sms) and connecting with user's FB and Google profiles 2. user profile management 3. Posting of certain info by users with specific details including images 4. Posting through various means e.g. through webservices and email 5. Search for specific info and request service 6. Acceptance/ rejection of the service request 7. Email agent for notification if new matches are found for user search 8. Private messaging between Service Provider (SP) and consumers 9. email and online notification 10. Transaction status updates at each stage and related notifications 11. User administration and moderation of postings/ messages 12. User warning and bans 13. Possibility of payment processing between SP and consumer 14. Possibility of charging a subscription fee to the users 15. Transaction review, user feedback and rating system 16. Help, faq, how it works, T&C pages 17. Site administration, easy updation of web pages from point #12 above 18. FB sharing of certain info Non-functional requirements for the website: 1. Preferred development technologies are python DJango frameworks, Node JS, Angular JS etc. 2. Feel free to propose any other modern development framework 3. Modern, responsive design with twitter bootstrap (Windows 10 style menus system etc.) 4. Scalable from few thousand to hundreds of thousand users 5. Localization support (multilingual) 6. Easy integration of ads 7. Google analytics 8. SEO Functional requirements for the mobile app: - Same the website except for the site administration functionlity Non-functional requirements for the mobile app: 1. Performance and scalability 2. Secure We are looking for a competent and professional partner for our development work and a possible long term relationship. Conditions 1. Standard responses will be ignored, please read the description carefully and send us the questions if you have any. 2. We will need to see some examples of your previous work before the project will be awarded. 3. The IP rights of all parts of the developed project will remain with the employer. 4. You will submit a project plan with time schedule, milestones, costs, software design and detailed architecture with technologies that will be used for development. 5. you have to sign the NDA and NCA with us if the project is awarded to you. 6. The deployable code should be available in a VCS so that we can deploy it on our own server from time to time for testing and final deployment. 7. This will be a continuous development (agile style) where we will continuously interact with the developers. 8. Communication is the most important aspect for us and you should be contactable over telephone/ skype/ whatsapp for continuous interaction. This does not mean that we want to micromanage the project. The interaction is needed to clarify any issues promptly and work together closely. 9. We are willing to work together closely with the developers during the whole project and support them for the requirements gathering, design, development and testing of the website and the app. Therefore we will require some kind of online project tracking tool like Trello to work together and track the project schedule/ requirements/ Issues with the development team. 10. We will need access to the code repository/ VCS. 11. Payment plan will be based on the project plan and the payment will be done in stages as per the implemented functionality.
