Webpage mit Frame

Dear Coders,

i want a Webpage "amost"like this one here....ilonas-bastelstube,de

The Frame like this one plus one Frame on the below.

The Top/Banner Frame half size.

The 4 Frame background stay black.

The background color do i let you know later with pm.

My wish for the webpage,flowding bubbels.I just found on the internet falling Snow Script,but it must be bubbels.

I only can spend $ 30
