Build me an app to apply AR filters to my videos

Android and iOS needed: Our company has been in business for 28 years and our brand can be found in department stores and electronics stores throughout the U.S. We sell gift items and also radio controlled toys. We are looking for a person or team to build apps for us that can take 480p, 720p resolution videos shot by end users and apply filters and video/sound editing to them to create short videos with simple themed special effects. We want end users to be able to push a button on the app and select one of the videos in a specific named folder and for the app to then apply backgrounds, coloration, music, and AR features to edit the video into, say, a Happy Birthday short video for upload to friends, social media, blogs, youTube, etc. The app we will start with will build in 3 to 5 different selectable themes that can be applied to the selected video with the push of a button. The apps will include the use of facial recognition to apply fun filters to the people in the video (Concept artwork provided by us, but animation and final artwork provided by you). More specifics on the app features will be supplied in later discussion, but for now, please include in your response some examples of your work and your estimated price range for this job. Success will be judged by the end user response to the app and the number of downloads. Assuming it is successful, we will continue to roll out additional themes regularly. We will also look to develop community aspects to the app to allow end users to save and display and share their videos. There may also be in-app purchase opportunities. This project is the first proof of concept and will form the basis for an ongoing relationship with the software development team.
