Hi Sir, I worked with unity and i'm a skilled modeller, but i cannot understand your request well. Unity 3d is a game engine, it's not a tool to produce assets, like maya and blender, it's not possible to convert 2d image in 3d. If you need to have a collection of twenty 3d model based on 2d reference, optimized for low poly usage in a game engine, so the fee for this task it's like the triple of your proposed budget. Also, if you need to have a 2d graphics on a 3d parallax to simulate the illusion of depth the cost it's around 1k, but it's a completely different work.
