Looking at you Project and reading the brief details you've provided it seems like it is bare matter restore and the new ID's for the users have already been created. That means the SID for the new users created will not match the recovered server. This is not a job that can be done within the existing environment. So you would need the third party tools which can extract the old backup data and restore it onto new shrarepoint sites where we can apply the new permissions. The limitation with this project will be that the recovery would be in a separate folder base thus hierarchy of the sharepoint and sharepoint sites will not be recovered but the data would.
