I would like to hire a Software Developer for Web app but also App for Android + iOs

Hi All, My name is Andrew and I work in Marketing and Recruitment. I am looking to develop an app which would be like a Tinder type app but in the form of Recruitment. Job Seekers will login and scan through specific jobs that they would be an expert in and be able to send resume or chat with employer immediately through a chat/SMS or call their phone number. The employer would be able to manage their job ad on their end and also the analytics of how many people viewed the ad etc on the Web app on a PC. The employer wouldn't neccesarily need to log in the Android app/iOs app. The Job Seeker would be able to read the ads and choose to swipe left/right. When they swipe right - a resume is automatically sent to employer through an iOs app/Android app. Hope this makes sense
