Web developing full app

I need web developing project.

First of all the application must be developed on .net or c++

The application must be able to accept all kind of html templates built with css and bootstrap technoilogy.

The application must be usable to build any type of php sites.

For example you as a developer must add php codes. When i will want to build example shopping cart must be

included all codes so i just will use drag and drop to be able to to create a shopping cart script.

Ill use drag and drop to add user login feature or user log out if user is already loged in.

Menu visible to users and none users. and such things. Or maybe i want to create a file sharing site i want to be able to do it in same way.

Any type of site i will want to build to be able doing it in drag and drop way. for example: freelance site, fiver like, or video sharing or any other type of sites.

I must decide where the code must be included for example for login/logout or any other code by seeing the template which place of template what code must be included.

Also the application must include module system so later if the user wants later to include any module to the project so can do it using this

app and install just can install it by uploading the php docs to his application.

The app from .html files to be able to convert them into :joomla, wrodpress, druppal, Socialengine, PHPFOX, Magento Templates, so i can convert

a normal html template into any of that counted templates.
