Create Pine Script code for scanning the whole market with 2 specific criteria - 20/07/2018 06:06 EDT

I am a cryptocurrency trader on Binance using Tradingview. I need a Tradingview script that scans an entire exchange or multiple exchanges and alerts me when a coin meets 2 criteria. Those 2 criteria are: 1- Price drops a minimum of x% below a MA (ability to choose a SMA or EMA and ability to choose the period of the MA) during a maximum of x time (ability to choose the max. time it may take to make that drop beneath the MA), for example: alert me when price dropped 1% or more during 30 minutes, beneath the SMA50. 2- While price is below the MA the MA should be sloping upward (or horizontal but not downward).
