WP-+WooCommerce small ap/script to create product adverts outside the loop

I'm looking for a simple script or lightweight application/plugin(compat w/4.8.1) to be drafted that performs the following function: - script/app/plugin resides on server - displays products outside the loop (for pages not inside wordpress install but elsewhere on page) complete with images and selectable/toggle 'add to cart' function if wanted. - allows for selectable categories, tags, sub-categories, slugs, attributes, sale, feature, specific products, ect.(akin to or using shortcode) - ability to select number of products/columns for exported display file (akin to or using shortcode) so that a user can select as little as one product (one row/one column), or as many as ten columns and ten rows (ttl of 100) of products. - produces a static php file with 'assignable' name in a selectable/assignable directory on server. - output controlled by CSS3, and in a RTL Flexbox, CSS3 inline is fine, external file fine too, so long as it's there. I just don't have the time..... should be fairly straight forward project for a suitable candidate. I don't know how to script something that produces a separate php file with name that isn't assigned until/while the file is created, and i don't have the time to create separate files each time or learn how to script this myself. I don't expect any 'rights' to this item. I'm in this for my own use, what you do with it afterwards is your call- but i can say i haven't found anything like this in the marketplace. I'd guess you'd have a good product on your hands to sell once i've paid you to develop it. the purpose for this, so understanding is clear: I want to use the files created as includes on the site in directories outside wordpress, and for the specific purpose of advertising products and bringing traffic into the store from the content rich remainder of the site. I don't want to have to recall anything other than the name I assign them- meaning the same directory/include path except for the file name itself. -ability to post on social media NO UPFRONT PAYMENT OR MILESTONES WILL BE RELEASED... Bring me something I can work with, and we'll take it from there, but I'm NOT paying a penny up front.
