Good morning, I can setup NGINX reverse proxy for you on a fresh Debian, Ubuntu or CentOS installation. Then, I will setup BIND DNS Server for you. I'm not sure if you can use Webmin with NGINX reverse proxy (there may be services conflict). I suggest you to go without web control panel. CloudFlare is not a requirement but can be a good way to manage your DNS (as I suggested to not use control panel in the VPS).

I have great experience with nginx, apache, varnish, configuring them with docker containers(I mention them cause they also listen on different configured ports like your site), php sites, etc. It is an easy 30 min task for me. Why you want cloudflare? There are many cheaper alternatives.
