PHP XML parsing application to parse XML into a mySQL database

PHP Parsing script to parse XML feed and extract news elements. Parsing Application should be written in PHP 5 and the complete source code should be provided as deliverables. No class or include files should be encrypted. A code with a maximum of comments is required, as I need to be able to understand it in order to be able to make some tiny changes on my own if necessary. The delivered code should run independently and the extracted news data should be stored in a MYSQL database table. Buyer should be able to test program in seller as well as buyer environment. Attached is the detailed technical specification with the process for the test + a set of xml files for the test. Ideas to simplify or make the script more efficient than described in the specification are welcome!
