I need a programmer

I need a online or offline page that is interactive, it will be used as a training aid. The contents of the page will need to be; - A slider that adjusts two lines in the picture and the calculations in the corner of the page. Increasing and decreasing the numbers and lines as it is slid. - In an adjacent corner, I would like three figures; a percentage and two separate numbers. These will adjust with the lines on the picture and slider. - The lines will be either side of a boat, greying out tge area between the lines and the boat. These will move in and out, parrelel with the boat, reflecting the moment of the sliders and numbers. The boat will be an basic image, in birds eye view. It will be places central along a line going back and forth, in a "squared of snake" so to speak. I will be able to provide more information on the simple image and calculation on request.
