Make an automated court site

I need a four step checkout procedure to be made for law cases between EU countries. The checkout is based on two standard EU forms. Form entries needs to be outputted in mPdf after step 4 is completed in the form. All step entries must be outputted in a php file and inserted values needs to be inserted into mPdf. Step 1 : here you will have some different selections to be made by user and a quote of the procedure needs to be given to user. Step 1 is based on specific casetypes for example carrent, plane delays indemnisatio, train delay and forth which will have dependency on step 3 for payment and step 4 for user entries. Step 2 : user enters contact details Step 3 : user makes a digital signature and makes payment Step 4 : here user enters case type specific datas based on step 1 selection of casetype- this step needs to be highly customizable therefor I suggest code ingniter or similar to help me when further implementation needs to be made For the code I suggest some kind of DB based php system combined with angular and / or code ingniter since I need to be able to easily modify code for step 4 entries. For the layout the site needs to be in bootstrap. Finally all is ready to be coded. We can take a skype meeting after you went through diagrams and xls sheets for coding the site. Its a 37 hour assignment once you get the whole picture.
