Improve UI/UX & functionality of (5-level) category search function on my site

I have a video website. The differentiation is that they are short clips, also that you may discover targeted content quickly and effectively. We do this by allowing videos only under 3 minutes, but more importantly, with a (5-level) categorization system. When posting videos, users define the category of their video with 5 levels of granularity. For example Level 1 - Sports Level 2 - Basketball Level 3 - Offense Level 4 - Ball Handling Level 5 - Cross-over This way, when a user is looking for specifically this skill in a search, they will not get irrelevant results and be able to find their specific target content quickly and fully. The current function works, it is just not optimized and on a level fit to compete in the market effectively. I need you to bring it up to speed and be professional, user friendly and viable, and a better solution than the competition. It also does not have a clean and modern looking UI, that could use a better plug in or template to be used. Skills that would help is previous experience building web applications that involve search, querying, database, crm, converting excel data to web based, online databases, enterprise databases, etc. In addition, good web design & UI/UX expertise. The upload process (where categorization is selected & defined) & the search process where the user finds the categories/content they are looking for are tied together, because the categories the uploaders assign to their videos is the search results that are going to come up for users looking for that category. It is like crowdsourcing using categorized search results, instead of the algorithm for search results Google brings up.
