Form data transfer web application

We have a requirement for a web application (responsive) that allows the transfer of data from manually filled in forms to an .xls file and a database. The application needs to work as a method of transferring data from numerous instances of a single filled in form. The user would scan in all completed forms into the application which would be processed and sent to admin accounts for review. The system would examine all fields and transfer as much data as possible into digital format. The fields will be a combination of checkboxes and free text handwriting. In the instances of handwritten fields, the system should read and interpret the text where possible, but include a confidence rating system if it is unsure (e.g. if the system is 10% confident of the text content, it should guess but highlight the option as red/unconfident). Admins will receive an email notification that a user has submitted forms, and will then log in to a dedicated admin interface. Admins should then be given the option to review the result of each form side-by-side with the original file, to check the system scan has worked correctly. In this interface, the admin should be able to correct options with ease. Once happy with the result/amended result, the user will select 'Save' to submit the result to a global spreadsheet and database. There should also be a 'Save for later' option to queue up entries for submission in one go. If the form has a user ID that matches a previous entry, the database and spreadsheet should concatenate that user entry so that trends can be examined for a user over time. Once saved by the admin, the user who submitted the original form will be notified via email and via the application of the review success. If a form's original content is unclear and the admin has a query, the admin should be able to flag a submitted form as 'Queried' which would start a messaging stream with the initial submitter. Once resolved, the admin will be able to 'Resolve' or 'Reject' the submission to either submit or reject the form. If a user spots an error in a response given by the admin, the user can start a query themselves from their interface which would in turn notify the admin. Both users and admins should be able to export Spreadsheet files from the database for any given date range. The admin interface will require analytics that include number of submissions/approvals/rejections/queries, how long each submission review took (inclusive of any Queries involved), and the number of users engaging with the application. Analytics should be viewable for a flexible date range. Admins should also be able to invite users to the platform by entering their email address, generating an email invite. Initial designs will be supplied. Alterations based on developer suggestions would be welcomed if deemed beneficial to the project.
