Enable CGI & PHP on MS Server under VPS

I have a VPS site running MS Server 2019. I need to be able to run FORTRAN code via forms on the site. I have managed to get CGI and PHP running with some of my code, but the server setup I've used only works for a single executable called "[login to view URL]" run from the wwwroot directly. I would like to expand to multiple codes running via forms in multiple sub-directories. Here is the existing form that I have managed to get working:
[login to view URL]
Basically want I want to be able to do is have a lot of different forms and codes that a visitor to the site can run.
But, for some reason, the way I installed CGI and PHP on the server doesn't seem to allow this.
Can you help? I assume this is a pretty small job for someone who really knows their way around MS Server, but hopefully not too small to be worth the time.
