Convert HTML website to PHP/MYSQL

Hi,

We have some areas of the site in php... were loooking into the phpcow route but not to impressed with the package and its got alot of stuff we dont need....

now...

is one of the current main sections...

what we need is the main layout thus the 4 rows across... in php/mysql... the top bottom side so in are i frames..

This template will then be used amongst other sections...

Basically requirements will be for a online wysiwyg editior that can add new articles..

e.g.

it should be able to have a upload pic section.... pics to use for that article...

Also it must have category options thus meaning where there article will go.. and also the usual title author date so on... it will use current layout and css so on

now the main page e.g.

[url removed, login to view]

will list these articles for its cat... and add the latest one to the begiining moving the rest down one.. but there must be a option to manually overide this and be able to choose where or what row you would want the article in e.g. move it to row 3 location 3 instead of row 1 location 1... note some articles will have more than one link. this can be changed to have the other links within the article and only one link and x amount of fixed characters to be shown if it makes life easier...

Lastley it should be via mysql,php but also the pages must be cached html, that is the info is not pulled out of mysql each time unless the page changes... also in case of mysql or mysql server been down the cached pages are shown and the user doesnt know anything...
