Capture a Previously Authorized Amount

I am looking for a script to automate previously authorized amounts through processor authorize.net. I have attached a link below based on some API samples. The script would read-in data from a CSV comma delimited file containing the following fields: refId, transactionType, amount, refTransID. The script would read-in the input file, process previously authorized amounts, and output the response to a comma delimited CSV file. I open for suggestions for the script language. The script would need to be able to run/execukte on a Windows computer. The computer does have access to Perl, so a script in the .pl extension would work.
