Build a Mobile App

We require a mobile application with three pages/functions - The platform is entirely up to you, we can accomodate devices for both android and iOS, we would preffer iOS but can settle for android. 1. A PDF document will be displayed, upon scrolling to the end of the document a signature is required, user will write signature using touch screen and it will be placed into three seperate parts of the document. Upon submitting the signature the signed document will be emailed to the admins. If the phone has no active connection these must be stored and synced and emails sent when a connection becomes available, even if this has to be a manual process. 2. There will be seperate logins, each users submitted PDF documents must be displayed in a 'My Documents' Section with the options to view the document, and re-send the signed documents via email to the email address that the user has been signed up with. Registration isn't to be publically enabled, admins can add users. 3. An address book for each login, 'My Contacts' which will have fields for Name, Address, Phone, Email. We are looking to work with somebody on a long-term basis as we will want future additions once we have the first prototype app.
