Payment solution - repost

I need a payment solution that take a payment from the customer (paypal) and distribute the % that a salesperson get for that sale automatically, form that client only, and pay the salesperson (with paypal) in an interval set maually for each person with an invoice explaining the total sales and the total ammount transfeard. If the salesperson do not longer sell or if the account is closed by admin or others, then the provision stops. The same if there has not been a sale for 2 month by the salesperson the account will automatically close. Payment recived from their customer after this shall not be calculated a % of. There must also be made an "ad server" that takes both text and multimedia. Match the salesperson and the client so it has to be calculated % provison. In the admin site it has to been generated a report of total sales and total payout to salesstaff. And total ammount to transfer for the previously moth to owner. This solution must be in PHP and not any other like WP and simular.
