Build Responsive English and Arabic Website and CMS

Hi, We need to rebuild an existing static training website [login to view URL] as it was established in a very old HTML to be a responsive and dynamic website with the SAME design, the website is in two languages: Arabic and English Although, we need to develop a CMS (Content Management System) with the following specifications: 1- PHP 2- Simple Search in the website content 3- The CMS should include a forms for SEO Optimization Basics (Title, meta tag description, alt and title of images……etc) 4- We should be able to update ALL the website content in an easy and professional way through the CMS 5- The website has calendar with the coming courses, when you rollover on the highlighted date, it will show you the course details 6- To join any course, there is a BOOK Now button in the end of the course, once you click it, It will go to [login to view URL] and this form will be sent to email and DB as well. BUT if the member already logged-in, he just need to click Book Now as we will receive notification that the member X is interested to join X Course as we already have his info. 7- The website will include a private area for members, it should have the following: a- The subscriptions requests should be sent through a registration form b- Notification will be sent to the admin to approve or reject c- Once the admin approve, an email will be sent to the user with its username and password d- The admin can post a general posts for all members or private for each member e The admin should be able to upload documents for all users or special document to a certain user f- The user should be able to send a message/request to the admin g- The admin can suspend the account any time or set a expiry date Summary of Requirements: - Arabic and English Responsive layout - Forms and CMS - Data Entry for around 60 simple pages Two milestones will be created: The first milestone is 200$ which include the responsive pages of the Arabic and website and won't be released till all the pages are working fine in all devices The second milestone is 250$ which will include the development phase and the data Entry for 60 pages Notes 1- We will give you the existing website files to use the images. 2- Before you submit the bid, you should be sure that you can be able to deal with the Arabic website.
