News Site using Joomla. Need a strong developer in Joomla

Our small startup business has an existing news site that is built on Joomla. Our site requires additional functionality as well as changes to the current template. The site allows users to post their articles, however, there are features that needs to be implemented to allow users to submit an article in a specific geographic region and the category the article pertains to. Further more, users should then be allowed to set their preferred location and can then view articles by region and category upon logging in. Functionality Changes: Add ability to group articles by different geographic region - country, state city and users can locate articles by clicking on a specific region. Add ability for writers to submit their articles by specific geographic region and category that will ultimately be linked to the writer’s profile. Add ability for users to change their preferred location to then filter articles to only display articles from their preferred location or region. Template Changes: Add the geographic region the article was written in with a click-able link that goes to a page that displays articles to the clicked link. Add click-able link to article categories, location and writers name that is linked to his/her profile. Add “location” link that allows users to change their preferred location for articles. Add breaking news bar that is only visible under specific instances Restructure user profile to reflect a writers profile – stats, articles posted, location etc Restructure main article pages for better listing Restructure home page for a cleaner layout, and enhance a specific sub-pages.
