Interactive map of bucharest control

This auction is for romanian coders preferably. I'll keep the text in English for the benefit of the RAC staff.

I need a ASP .NET 2.0 web control which has two parts: an image of Bucharest and a list with zones pretty well defined. The list appears in a listbox and the zones are marked on the map. I want the control to allow users to select/deselect zones either from the map and from the listbox and obviously the changes must reflect on both sides. The zones must be rugged (not squares or circles).

I prefer the control written in C#

The control must expose at least all the details of the listbox does. You understand, it's basically a listbox with an image attached. Shouldn't be a big deal for someone who knows javascript good. The zones should be quite well detailed (neighbourhoods if possible).

The control should accommodate other cities as well with minimal effort.

There will be other projects coming up for the successful coder. Bid with how you plan on working, timeline and previous experience in the area if any.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
