Hi, I did similar project before. It is not low price but I can guarantee quality. Some question about missed information 1) Do you have that "remote mysql db" ? Do I need to build it? 2) "ID reader" (I must be able to modify this number) We can prepare a list of ID's and pins to activate. Each time fresh install of app then customer should enter a PIN (you will distribute this pins so always know each customer). On each re-install of app they need fresh PIN. Hope this is enough. 3) On db there are list of products Looks like we should store this db on the phone and sync time to time? Is it correct? 4) if software don't find product on db Should we send such "scanned code" to remote db? On your request I can provide small demo app with scan ability.
